The Employment Tribunal System Steering Board
The Employment Tribunal System Steering Board exists to promote the effectiveness of, and to provide advice on, the overall operation of the Employment Tribunal System, to ensure that it meets the needs of all of its users.
The prime role is to provide authoritative advice to the Tribunals Service CEO and the Acas CEO (who will respond to advice within the limits of their financial delegations), the relevant Director-General in BIS and, through them, Ministers both within BIS and MoJ.)
The Board may also be commissioned by Ministers in either or both departments to undertake a specific task where their expertise and Board membership make them the most appropriate choice.
The responsibilities of the Steering Board are to:
- Advise on the strategic direction of the Employment Tribunal System based on the key performance indicators, other quantitative data, research and stakeholder feedback. This includes reporting on how the values adopted for the system are being implemented.
- In the light of the implementation of the Gibbons review by Government, review whether the end-to-end dispute resolution system (which involves elements which are the responsibility of others than the Tribunals Service) is delivering services which meet the needs of its users and stakeholders, and is doing so efficiently and effectively. Where it believes change is needed, provide advice on, and seek to agree proposals for, change.
- Identify best practice and encourage consistency, for example, by benchmarking across the Tribunals Service regions and through international comparisons.
- Consider wider Tribunals Service change proposals and advise on their impact on the Employment Tribunal System
- Consider key areas and make proposals for conduct of research. MoJ and BIS will consider on an annual basis requests for research in support of the Board's work programme in the context of their departments' on-going research plans. The Board will need to communicate with the AJTC on any research proposals so that the potential for duplication or overlap of research proposals is minimised.
- Consider the relevant primary and secondary legislation affecting the System and, where appropriate, comment on relevant policy and legislative proposals.
- Communicate and coordinate with key stakeholders such as the National User Groups, the Council of ET members and the Council of ET Judges.
